“Diya” updated its service for Ukrainians abroad: what is important for refugees to know
Millions of Ukrainians after the start of the full-scale invasion found themselves outside the country, fleeing hostilities, occupation, shelling and threats to the lives of their families. For many of them, forced departure became a long period of life in new conditions, accompanied by the need to draw up documents, confirm their status and interact with Ukrainian state services remotely. In such circumstances, digital tools become especially important, allowing them to receive services without returning to Ukraine and without complicated bureaucratic procedures. For citizens who were forced to leave the country due to the war or cannot return home due to its consequences, the “Diya” service has updated one of the important electronic services.
How the Diia service improved the submission of applications

This category can be used by Ukrainians who, after February 24, 2022, were forced to leave their place of residence due to a full-scale war and went abroad. This category includes people who evacuated from territories where hostilities were ongoing, were under constant shelling, or were under threat of occupation.
The service is also available to citizens who were already outside Ukraine at the time of the invasion, but lost the opportunity to return to their place of residence due to military events. For such people, forced stay abroad also became one of the consequences of the war, which requires official documentation.
Why is this important for Ukrainians abroad
After the start of the full-scale war, a significant part of Ukrainian refugees was faced with the need to simultaneously adapt to the new environment and maintain contact with Ukrainian state structures. Often, people live hundreds or thousands of kilometers from Ukraine, teach children in local schools, work or undergo legalization procedures in the host countries. Under such conditions, the ability to resolve documentary issues remotely becomes an important element of access to public services.

How to submit an application
The application submission procedure remains fully electronic. To do this, you need to log in to the “Diya” portal, go to the section for submitting applications to the Register of Losses for Ukraine and select category A1.2 “Forced displacement outside Ukraine”.
After opening the form, the system will automatically display some of the user’s data, including information about crossing the border. The applicant needs to check the correctness of the information, enter the necessary data and send the application to the Register.
