Starting July 1, 2025, a new experimental project — basic social assistance for low-income families — will be introduced in Ukraine. About this reported in the Pension Fund.
The payment is provided for in the Procedure approved by the Cabinet of Ministers Resolution No. 371 of March 25, 2025. The payment can be received by families who, at the time of submitting the application, are already recipients of state social assistance to the poor, assistance to single mothers for children, support for children in large families, as well as temporary state assistance to children whose parents do not pay alimony, cannot support them or their place of residence unknown
After October 1, 2025, other individuals or families who meet the criteria of material and social status established by the government will be able to participate in the program. An authorized family representative can submit an application for the appointment of basic social assistance – either through the Diya electronic portal, or in paper form to any Pension Fund service center regardless of place of residence.
The size of the payment is determined as the difference between the total base amount for each family member and the average monthly income of the family. The base amount is 4,500 hryvnias. It is 100% for the first family member (authorized representative), each child under the age of 18 or a person with a disability of group I or II, and 70% for other members.
Assistance is granted for the full calendar month in which the application was submitted, regardless of the date of application. It is paid for six months with the possibility of automatic extension during the entire term of the experiment — that is, for two years.
