Textbooks for children for the new school year: schools will receive books under a new delivery system

Ukrainian schoolchildren, who study during the war in various conditions — in regular classes, in a mixed format, remotely, abroad or near dangerous territories — must receive educational materials on time, regardless of their location. For children whose education has depended on the security situation for several years, a stable supply of textbooks remains part of access to education, as a book often becomes a basic tool where lessons are interrupted by alarms, relocations or technical problems.

Textbook delivery starts in Ukraine

In June 2026, textbook delivery for students in grades 4 and 9 for the 2026–2027 academic year will begin in Ukraine. According to the Ministry of Education and Science, schools should receive about 14 million copies of educational literature printed at the expense of the state budget.

The first books will begin to arrive for 9th graders. Their delivery will start in June, and this stage is planned to be completed by September 1, so that students can start the school year with the necessary materials. For 4th graders, textbooks will be sent from August, and delivery is planned to be completely stopped by October 1.

What will change for schools

In 2026, the Ministry of Education and Science is expanding the new logistics model to all textbooks. Publishing houses will deliver books directly to educational institutions, bypassing additional intermediate stages that could previously complicate the process and extend the time for receipt.

This system has already been tested on a part of the circulation, after which it was decided to apply it more widely. It will also cover textbooks for students with special educational needs, for whom timely provision of adapted materials is of particular importance.

Ordering, shipping and receiving textbooks will be carried out through the AICOM-1 system. Schools have already formed a need for educational literature in it, publishing houses will issue electronic invoices, and educational institutions will confirm delivery using a qualified electronic signature after receiving the books.

Paper invoices are not provided in parcels, since document flow is being transferred to electronic format. For schools, this means less manual work with papers, clearer control over shipments and the ability to record receipt of textbooks faster.

Who pays for delivery

The Ministry of Education and Science emphasizes that all costs for the delivery of textbooks are covered by the state. Schools should not pay additional funds for transporting books or receiving them.

Educational institutions will be able to check the status of shipments through their offices in AICOM or ISUO. Such control should help schools see at what stage the delivery is and respond in a timely manner in case of delays.

A separate procedure is provided for educational institutions that are in an active combat zone, undergoing reorganization, or working abroad. In such cases, textbooks can be transferred to regional reserve funds or the reserve fund of the Ministry of Education and Science.

Such a mechanism is important for children of war, since some students remain tied to the Ukrainian education system even after evacuation, relocation, or temporary study abroad. Maintaining access to Ukrainian textbooks helps to maintain educational continuity and maintains a connection with the program in which the child should continue his education.
