Ukraine ranked 105th in the Corruption Perceptions Index

Ukraine received 35 points out of 100 in the Corruption Perceptions Index (CPI) and took 105th place among 180 countries. About this informs Transparency International Ukraine.
According to the organization, after the indicator increased by three points in 2023, in 2024 the country lost some ground in the fight against corruption. At the same time, reforms related to European integration and the fulfillment of international obligations remain the key drivers of change.
The analytical report notes that this year’s results indicate a formal approach to the implementation of many reforms or even a deliberate inhibition of their implementation. Perceptible “stagnation” in 2024 shows that simple fulfillment of commitments is not enough, and the quality of implementation of reforms does not meet expectations.
Among neighboring countries, Ukraine is ahead of Russia, which lost 4 points and ended up in 154th position with 22 points. Belarus also deteriorated, losing 4 points and falling to 114th place with 33 points.
The results of Ukraine in the CPI-2024 are based on eight studies covering the period from February 2021 to September 2024. Three of them showed positive dynamics, while five recorded a decrease.
Among the positive factors that affected Ukraine’s position in the rating, experts note the restoration of public e-declaration and reporting by parties, the adoption of the State Anti-Corruption Program (SAP), the updating of the legislation on procurement of the Ministry of Defense, the active work of NABU and SAP, and generally strengthening the activities of anti-corruption bodies.
At the same time, among the negative trends there are threats to the effective implementation of DAP due to sabotage by corrupt state bodies, attempts to pressure journalists and the public, cases of political influence in various spheres, as well as scandals related to leaks of information in NABU, corruption in procurement of the Ministry of Defense and abuses in reconstruction processes.
