The Cabinet of Ministers created the state agency PlayCity, which will be responsible for the implementation of state policy in the field of organizing and holding gambling games and lotteries. About this reported representative of the Cabinet of Ministers in the Verkhovna Rada, Taras Melnychuk.
«The PlayCity State Agency of Ukraine was established as a central body of executive power, whose activities are directed and coordinated by the CMU through the Deputy Prime Minister of Ukraine for Innovation, Development of Education, Science and Technology — the Minister of Digital Transformation, and which implements state policy in the field of organizing and conducting gambling games and the field of lotteries», — Melnychuk noted.
We will remind that in February 2025, the government transferred the functions of regulating gambling and lotteries from the Gaming Business Commission (KRAIL) to the Ministry of Digital Transformation. Among the key changes, the Ministry of Digitization has been empowered to issue and control licenses, the licensing process is planned to be automated, and 14.35 million hryvnias have been transferred from the budget of KRAIL for the implementation of a new regulatory system.
At the same time, on December 4, 2024, the Verkhovna Rada adopted draft law No. 9256-d as a whole, which provides for the liquidation of KRAIL and strengthening of control over the gambling business. The essence of the law is to reorganize the Gambling and Lottery Regulatory Commission (KRAIL) and eliminate the human factor from the licensing process. Licenses should become digital, so that they are obtained automatically according to clearly defined criteria, and the implementation of an online monitoring system will also begin.
