The Ministry of Health of Ukraine has published a draft resolution that will regulate the circulation of narcotic drugs, psychotropic substances and precursors for educational purposes, educational, scientific and scientific and technical activities. «The resolution will allow scientists to study hemp and its effects on the human body. But to a greater extent, the resolution is aimed at ensuring internal control (accounting) to prevent the illegal leakage of hemp.» — explained the Ministry of Health.
The department also noted that they are waiting for comments during the public discussion to prepare the final version of the document. This is necessary to implement the new medical cannabis law passed in December 2023.
«The adoption of the draft act will stimulate the development of science (medicine, psychopharmacology, biochemistry, psychophysiology, etc.) and international scientific cooperation and will introduce state regulation of the use of narcotic drugs, psychotropic substances and precursors, as well as plants containing narcotic drugs and (or) psychotropic substances, except for hemp for industrial purposes, for educational purposes, educational, scientific and scientific and technical activities», — emphasized the Ministry of Health.
We will remind that in the summer of 2023, people’s deputies submitted 800 amendments to the draft law before its adoption in the first reading. The adoption of the document was supported by the National Security and Defense Council, the Ministry of Veterans Affairs and more than 40 Ukrainian oncologists. Medical cannabis is used, in particular, to treat cancer patients, people with PTSD, epilepsy and other diseases.
In May 2024, the Cabinet of Ministers allowed the use of cannabis for scientific and medical purposes. At the same time, cannabis, its resin, extracts and tinctures were excluded from the list of particularly dangerous substances by a resolution adopted at the same time.
