In Ukraine, they are planning to change the rules for granting deferment from mobilization for students and education workers. The Cabinet of Ministers approved the corresponding draft law, which will be submitted to the Verkhovna Rada for consideration in the near future. About this informs representative of the government in the parliament, Taras Melnychuk.
The document defines new clear criteria for who will be entitled to deferment from mobilization during martial law. These categories include:
- students of vocational schools and college students who entered no later than one year before reaching the maximum conscription age;
- students of institutions of higher education, who acquire the appropriate educational level for the first time;
- doctoral students, interns and resident doctors who are studying for the first time at the appropriate level;
- scientific, scientific-pedagogical and pedagogical workers who work at least 0.75 times the rate in general secondary, professional, professional pre-higher, higher and extra-curricular education institutions, as well as in scientific institutions.
Persons who:
- have not reached the age of 25 at the time of entering the educational institution;
- acquire a certain level of education for the first time;
- study full-time or dually.
The project also provides for the protection of teachers of extracurricular education — in particular, those who lead environmental, technical or military-patriotic circles, provided that they were employed at their main place of work until the beginning of 2025.
At the same time, the draft law contains restrictions:
- men over the age of 25 who are re-studying at the same or a lower level of education will not be entitled to a deferment;
- those who started studying abroad after February 24, 2022 are also excluded from the right to deferment.
Currently, Ukrainian legislation provides for several categories of conscripts who can apply for a deferral — due to health, family circumstances (for example, parents with many children or singles), or in connection with studies or professional activities. The new draft law is aimed at clarifying the educational component of these provisions.
