В Украине восстановлен комплексный сервис «еМалятко»: почему это важно

War changes everyone’s life, but it affects children the most. They are born into a world where sirens have become a part of reality, where hospitals operate under the threat of strikes and the future seems uncertain. During hostilities, children are the most vulnerable category of the population, because they cannot independently protect themselves, ensure their rights and even obtain the necessary documents.
Ukraine continues to live, grow and fight for the future of its citizens. But for this, state institutions must work even in the most difficult conditions to ensure that little Ukrainians have their rights from birth. One of these important steps was the restoration of the «jeMalyatko» service, which allows parents of newborns to quickly and conveniently issue the necessary documents.
Restoration of the «yeMalyatko» service
Due to a large-scale cyber attack, the state registries of Ukraine suffered temporary interruptions, which made it difficult for many state services, including the newborn registration system. Despite these difficulties, the employees of the DRATS departments did not stop registering the birth of children, using the standard procedure.
Thanks to the joint efforts of the Ministry of Justice of Ukraine, the state enterprise «National Information Systems», the Ministry of Digital Transformation and the «Diya» platform, it was possible to fully restore the operation of the «eMalyatko» complex service. About this informs press service of the Ministry of Justice.
Now parents of newborns can once again apply for child registration in ways convenient for them:
- in healthcare facilities,
- in centers for the provision of administrative services (TsNAP),
- in departments of state registration of acts of civil status (DRATSS),
- through the Diya online portal.
After the resumption of the State Register of civil status acts of citizens, all applications that were created earlier were processed. During this period, it was possible to register 1,728 Ukrainian newborns within the «eMalyatko» service.
What is «yeMalyatko» and why is this service important
«yeMalyatko» is a comprehensive administrative service that greatly simplifies the life of parents of newborns. Thanks to it, you can issue all the necessary documents for the child in one package without visiting many institutions.
Within one application, parents can receive up to 10 services, including:
- state registration of birth,
- assigning a unique entry number in the register,
- registration place registration,
- registration of assistance at the birth of a child,
- entering information into the patient register,
- issuing a tax number (RNOKPP), etc.
Prior to the launch of this service, parents had to personally apply to various state institutions, waste time in queues and processing dozens of documents. This was especially problematic in the conditions of war, when some institutions may not work, and movement around the country is difficult.
How the war affected the registration of newborns
Since the beginning of the full-scale Russian invasion, many government services have undergone changes or temporary restrictions. In the frontline regions and temporarily occupied territories, the registration of newborns was often complicated due to the destruction of institutions or their absence.
Restoring «yeMalyatko» is an important step to ensure children’s rights in all conditions. Regardless of where a child is born — in Kyiv, in the west of the country or in the front-line zone — his right to citizenship and legal recognition must be protected.
During the war, YeMalyatko not only simplifies bureaucratic procedures – it helps parents quickly issue documents without wasting time and resources. This is especially important for families of military personnel, displaced persons or those in crisis situations due to hostilities.
Despite the difficult circumstances, the Ukrainian state continues to work on improving digital services and supporting citizens. Expanding the capabilities of «yeMalyatko» and other services in «Dia» is part of the overall digitalization strategy, which allows Ukrainians to quickly and safely receive government services.
Each registered child is a new page in the history of our country, the hope that despite all the trials, Ukrainians will persevere and build a future in which all children will live in safety and with confidence in the future.
