After that, they have the option to leave the country for any length of time and re-enter to stay for another 90 days. Such a scheme allows them to actually stay in Azerbaijan without restrictions, which became the subject of government changes. The Azerbaijani side explains its decision by the need to bring the legislation into line with international standards. The government noted that the new rules are a response to similar restrictions that Russia plans to introduce for foreigners. From January 1, 2025, foreign citizens will also not be able to stay in Russia for more than 90 days a year without a visa. Some analysts see in this decision an additional context — the political tension between the two countries, which has increased since the incident with the downing of the plane, which caused a sharp reaction from Moscow. Although the official Baku does not comment on this aspect, experts assume that the aggravation of relations could have influenced the decision. The move by the Azerbaijani government could make it much more difficult for many Russians who have used the country as a refuge from restrictions or instability. At the same time, the authorities emphasize that the new rules should contribute to the transparency of migration policy and ensure equal conditions for citizens of all countries.
