Are summonses really handed over only to the unemployed: the Ground Forces commented

The issue of mobilization and methods of work of territorial procurement centers (TCC) is one of the most discussed in modern Ukrainian society. Since the beginning of the full-scale war, the mechanisms for serving summonses, the criteria for the selection of conscripts and the ethical aspects of the TCC’s activities have caused lively discussions and indignation. Many Ukrainians ask questions: who is the priority category for conscription, whether the approach to mobilization is fair, and how TCCs interact with citizens.
Prime Minister Denys Shmygal’s statements in November 2024 drew special attention to this topic, when he emphasized that the priority group for mobilization is unemployed citizens who do not pay taxes. This caused some misunderstanding and gave rise to rumors about the segregation of conscripts by employment status. To clarify the situation, the Communications Department of the Ground Forces of the Ukrainian Armed Forces provided detailed comments.

Nataliya Kindrativ, officer of the Communications Department of the Ground Forces Command of the Armed Forces of Ukraine refuted rumors that mobilization only applies to the unemployed. According to her, such information is a distortion of real processes.
Kindrativ emphasized that TCC employees hand out summonses not only in public places – on the streets or in transport, but also at enterprises. They send official orders to call up conscripted employees of specific organizations.
“It’s just that this part of the job isn’t as visible as public announcements,” – said the officer.
Public attitudes and information manipulation
At the same time, Natalia Kindrativ commented on the scandals surrounding the work of the TCC. She emphasized that territorial recruitment centers are an integral part of the Armed Forces of Ukraine, and attempts to discredit their work are “beneficial to the enemy.” According to her, Russian propaganda is actively creating information leaks so that Ukrainians perceive the TCC as something separate from the army, forming a negative attitude towards them in society.
“Ukrainians should understand that discrediting the TCC is part of the enemy’s information war. It is important to maintain trust in our army and understand that mobilization work is a difficult but necessary component of our defense.” – added Kindrativ.
Mobilization in Ukraine is a sensitive and complex process that requires constant dialogue between the authorities, the military and society. In her comments, Natalia Kindrativ reminds that the work of the TCC “is aimed not at creating inconveniences, but at ensuring the country’s defense capability. Despite the information attacks, Ukrainians must unite in the understanding that only through joint efforts can the freedom and independence of the state be preserved.”
