Driving licenses of Ukrainian refugees: is it possible to use expired licenses in the EU

Recent changes in Ukrainian law aimed at returning men who are abroad to the ranks of the defense even affect such everyday aspects as renewing driver’s licenses. The situation with driver’s licenses for Ukrainian refugees
Recently, the Ukrainian government introduced a number of restrictions regarding the extension of driver’s licenses for male refugees. It was part of a wider strategy to bring back men currently overseas to defend at the front. In particular, the lack of updated data in the “Reserve+” system may affect the possibility of renewing driver’s licenses.
However, European countries such as the Czech Republic show some flexibility in this matter. According to the resolution of the European Parliament and the Council of July 18, 2022, Ukrainian driver’s licenses that expired after December 31, 2021 are recognized as valid on the territory of the EU. This is also confirmed by the Czech Ministry of Transport, which allows Ukrainian refugees to continue using their driver’s licenses, even if they have already expired.
František Jemelka, a representative of the Ministry of Transport of the Czech Republic, emphasized that the current Ukrainian government regulations do not change this status. That is, holders of temporary protection can continue to use their driver’s licenses on the territory of the Czech Republic, which facilitates their adaptation and the possibility of movement in the conditions of mobilization.
