Employees of rural medical institutions will be provided with official housing: Ministry of Health

Doctors and other medical workers, who got a job in communal medical facilities in rural areas for priority vacancies, will be able to get official housing for the period of work. The purchase of such housing will be financed by the state. Priority in the provision of housing will be determined in accordance with the personnel situation in the regions, taking into account data from the Unified web portal of vacancies in the field of health care, informs press office of the Ministry of Health.
Currently, 980 open vacancies in rural and township medical institutions are published on the portal, of which 798 are vacancies for doctors. In the vast majority of cases – 791 positions – they remain open for more than three months. The largest number of such vacancies are in Odesa, Zhytomyr, Kirovohrad, Volyn and Dnipropetrovsk regions.
The government recently approved the procedure for financing the purchase of housing for doctors. This, by design, should become an effective tool for attracting doctors to work in rural areas and improve the availability of medical services for the population.
“While visiting hospitals and communities, I often heard requests from heads of communities and general directors of hospitals to help provide housing for doctors who come to work in rural areas. Responding to this and implementing Decree of the President of Ukraine No. 483/2024, the Government of Ukraine introduces incentives for doctors, such as official housing for those who choose to work in rural communities.
In my opinion, this is a real support for doctors and care for people living in remote settlements – so that the necessary medical care remains available. In the near future, we will announce other incentives that we have already agreed with the Prime Minister of Ukraine”, — said Minister of Health Viktor Lyashko.
Health care institutions will buy housing under the budget program “Implementation of measures to provide housing for medical workers to fill vacant positions in rural areas.”
The program can be used by Ukrainian citizens under the age of 50 who move for employment in a communal medical facility serving the rural population. The vacancy must be posted on the portal for more than 90 days, and the employee himself must work at this institution for no more than 120 days at the time of submitting the application. He or his family members should not have their own or official residence in this or neighboring settlements within 30 km. The medical facility must also comply with the development plan of the hospital district and not be in the process of liquidation.
The medical worker independently chooses housing that meets the requirements: it must be located in the settlement where the medical worker works, or in a nearby one, no further than 30 km away. Housing in regional centers, Kyiv, as well as in temporarily occupied or combat territories is not suitable. The seller must have the right of ownership registered in the State Register of Property Rights, and the value of the home must be confirmed by an independent appraiser and entered into the relevant database no earlier than six months before submitting the application. The price per square meter should not exceed the average cost of construction in the region, determined by the Ministry of Development.
After choosing housing, the doctor submits an application to his health care institution. The representatives of the institution check the documents, inspect the facility, and then transfer the materials to the regional health department. The department forms conclusions and sends them to the Ministry of Health of Ukraine. In the case of a positive decision, the institution concludes a sales contract, defines the housing as official and transfers it to the employee for use.
