During the full-scale war, the Kharkiv company “Project Alliance” received more than 1.2 billion hryvnias from the state budget, despite its ties to Russia and pro-Russian forces. This is reported in the journalistic investigation hromadske

“Project Alliance” LLC, which was established three years ago, has already managed to receive orders worth more than 1.2 billion hryvnias. The company is engaged in the reconstruction of social facilities and the construction of fortifications. This year, the Kharkiv Regional Military Administration transferred 266 million hryvnias to the company only for strengthening defense structures.

Recently, the majority of decisions in criminal proceedings related to overpricing of construction materials disappeared from the court register. However, the available court decision states that the wood used by the “Project Alliance” company for the construction of fortifications did not meet the technical requirements. The objects were not accepted for the balance sheet of the territorial community due to the poor performance of the works, which included backfilled trenches, cracks and other deficiencies.

The company belongs to two businessmen — Andriy Kolos and Oleksandr Sorochynskyi. Kolos previously held the position of head of the Department of Economics of the Kharkiv Regional State Administration, was a member of the executive committee of the Kharkiv Regional Council, and ran for office as a candidate for the OPZZH. Until May 2022, Sorochynskyi had a joint business with Russian citizen Oleg Lukin, with whom their joint venture has not yet been liquidated, despite the relevant court decision.

In January 2023, when “Project Alliance” was actively receiving contracts from HOVA, one of the founders of the company was Igor Rozhkov, who is a citizen of the Russian Federation according to Russian registers and the founder of several construction companies in Russia. Rozhkov’s family, including his brother Mykyta, who is a deputy of the Kharkiv District Council from OPZZ, actively conducted business in Russia.
