In the future, university rectors will be appointed by supervisory boards

The government decided to implement an experimental project that strengthens the powers of supervisory boards of universities, in particular in matters of choosing rectors. The project will cover three universities: National Aviation University, Zaporizhzhia National University and Prykarpattia National University named after Stefanika.

Mykhailo Fedorov, Deputy Prime Minister for Innovation, Development of Education, Science and Technology noted, that the model in which rectors are elected by the supervisory board is widely used in Western countries and is an effective way of managing higher education institutions.

“The renewed Supervisory Boards will include competent and professional people. They will elect the rector, form clear and public KPIs for him, which he must fulfill and for which he must be responsible.”Fedorov emphasized.

Supervisory boards will also be responsible for developing the university’s development strategy, attracting investments, and regularly evaluating the work of the institution’s management. External experts, representatives of state authorities, educational sphere and business will be involved in the composition of the councils.

The commission that will approve the members of the supervisory boards will be formed in the near future. It will include six people: three representatives of the Ministry of Education and Science of Ukraine and three representatives of international educational organizations with which Ukraine cooperates in the framework of higher education reform.
