Local councils obliged to publish videos of meetings, and after the war, online broadcasts will become mandatory
The video recording of the meetings should be kept for several years.

From August 14, 2024, all local councils are obliged to video record their plenary and standing committee meetings, keep these recordings and make them available to the public. This requirement became mandatory after the entry into force of the relevant amendments to the Law of Ukraine “On Local Self-Government in Ukraine”, aimed at ensuring greater transparency in the activities of local authorities.
The law introducing this norm was published in the newspaper of the Verkhovna Rada “Voice of Ukraine” on May 14, 2024, and entered into force three months after its publication. From now on, each local council must not only record its meetings, but also ensure the preservation of these recordings for at least five years.
Minutes of meetings must be published without delay after their conclusion, but no later than the following day. This will provide the public with access to information about the activities of local councils and will contribute to increasing trust in local self-government bodies.
After the end of the war and the abolition of martial law in Ukraine, local councils will be obliged to conduct online broadcasts of their meetings. Exceptions will be made only in cases where the meetings discuss information with limited access, which is subject to protection according to the law.
