PACE supported payments to Ukrainian refugees to return to Ukraine

The Parliamentary Assembly of the Council of Europe (PACE) adopted a resolution providing financial support to Ukrainian refugees for their return to the Motherland after the end of the war. In addition, the resolution recommends granting refugees the right to reside in EU countries after three years of residence there

The document emphasizes the need to take specific measures to prepare for the return of Ukrainians home after peace. The Assembly notes that this process cannot be implemented instantly and may require many years of preparation, so it is necessary to act now.

“Return will certainly require financial assistance to facilitate resettlement, and it will be necessary to resolve the issue of financing reintegration over a period of time,” the resolution said.

In addition, the document states that Ukrainian refugees must be granted the legal right to reside in the country after three years of stay there. PACE also calls for long-term support not only for refugees, but also for displaced persons inside Ukraine.

Ukrainian refugees face numerous problems – social, economic and psychological. Therefore, reintegration measures should include housing, work, medical care and social support. Return should be a safe and well-prepared process that takes into account the needs of each individual. The resolution emphasizes the importance of international coordination to ensure effective aid. The countries of the European Union are already actively working on refugee support programs, and this resolution emphasizes the need for joint efforts in this direction.
