Social support for Ukrainians in the Czech Republic: new rules and conditions

For more than three years in a row, the Czech Republic remains one of the most stable countries in Europe in terms of receiving and supporting Ukrainians who were forced to leave due to a full-scale war. During this time, the state aid system was revised several times, taking into account changes in the economy, the number of refugees, and state policy. In 2025, further updates were made that will affect the procedure for calculating financial assistance, the criteria for receiving it, as well as integration opportunities for those with temporary protection.

Financial assistance

First of all, it should be noted that the Czech Republic does not stop providing assistance to Ukrainian citizens. However, the approach becomes more targeted: the amount of payments depends on the length of stay in the country, income level, family composition and social status of a specific person. Thus, the most support is given to vulnerable categories of the population — the elderly, people with disabilities, and families with many children.

At the same time, the focus on integration is increasing. It is about supporting the study of the Czech language, educational programs for children and adults, as well as measures for employment and professional adaptation. In particular, the network of language courses for adults has been expanded: evening and online groups adapted to the schedules of working people have appeared. Funding for preparatory courses for Ukrainian children who plan to enter Czech universities has also increased.

Within the framework of the state program “Integration of foreigners” (Integrace cizinců) there is a system of vouchers for professional education and retraining. Recipients can be Ukrainians with temporary protection. Particular attention is paid to assistance in employment: labor exchanges (Úřad práce) offer consultations, help with resume writing, information about vacancies and even micro-grants for starting self-employment.

During the first stages of their stay in the Czech Republic (up to 150 days), citizens of Ukraine with temporary protection can count on fixed monetary support:

  • 4,860 kroner per month for adults;
  • 3,490 kroner for children;
  • 5,235 kroner for children with disabilities.

After this period, the amount of the benefit is revised — it is adjusted according to the subsistence minimum, but the income level of the person or family is taken into account. All applications are considered individually.

An application for assistance can be submitted online through the Dávky system or in person at the relevant office of the Úřad práce. Authorization is possible through Bank ID or other means of electronic identification. In the case of face-to-face submission of documents, it is recommended to make an appointment in advance.

Housing allowance

The Czech state also supports the residence of Ukrainians. Temporary accommodation is available in hostels, hotels or special centers, especially for newly arrived or vulnerable categories. Housing rental assistance in 2025, as before, depends on the number of people in the family, the type of housing and income.

To apply for such assistance, it is necessary to provide:

  • a document on the status of temporary protection;
  • lease agreement;
  • confirmation of rent payment;
  • certificate of registered place of residence in the system of the Ministry of Internal Affairs;
  • documents confirming the composition of the family;
  • in some cases, an income certificate.

Support for families with children

The Czech Republic offers Ukrainians several types of assistance in connection with the birth of a child or care for it:

  1. Assistance at the birth of a child (Porodné)
    It is paid once — 13,000 crowns upon the birth of the first child and 10,000 upon the birth of the second. Grant depends on income level.
  2. Pregnancy and childbirth benefits (Peněžitá pomoc v mateřství)
    It is paid to the mother during 28 or 37 weeks. The amount depends on previous income. It is necessary to be registered in the social insurance system of the Czech Republic.
  3. Parental allowance
    The maximum amount is 220,000 kroner for one child or 330,000 kroner for two or more. Parents have the right to choose the pace of receiving assistance.

Support for persons with disabilities

From February 11, 2025, amendments to the Lex Ukraina VII law, which provide for an increase in social benefits for Ukrainians with disabilities, entered into force in the Czech Republic. The new amounts are as follows:

  • for adults – 11,690 kroner per month;
  • for children – 11,835 kroner per month.

To receive payments, you need to submit an online application with a certificate of disability (even with an expired validity period, if it was issued in Ukraine after 02/24/2022) or a document issued by a Czech medical institute.

MOP is a program of emergency assistance in crisis situations

The Extraordinary Immediate Assistance (MOP) program provides support in case of force majeure: illness, homelessness, loss of income, death of a relative, threat to life or health. Payments can be one-time or regular. The main criterion is income below the minimum standard of living (3,130 kroner).

Residence permit

Starting from mid-2025, Ukrainians who are in the Czech Republic under temporary protection will be able to apply for a new type of permit – ZDP (dlouhodobý pobyt), which provides the right to stay for up to five years. This permit provides full access to employment without additional restrictions and exempts from mandatory integration and adaptation courses. All family members living within the same household must apply.

Persons who:

– have been in the Czech Republic under temporary protection continuously for at least two years;
– do not have criminal records;
– do not use humanitarian financial aid;
– have a stable income, the amount of which will be set by the government;
– do not have medical insurance debts;
– able to pay housing expenses independently;
– fulfill the obligation to attend school for children aged 6 to 14 years.

As the Deputy Prime Minister of the Czech Republic, Vlastimil Valek, previously explained, it is not about replacing the status of temporary protection, but about an alternative — for those who want to stay in the country for a longer period of time and meet the basic criteria that are usually put forward to foreigners for issuing a standard residence permit.
