Tax-free countries: where it is profitable for Ukrainian entrepreneurs to move

The war radically changed the lives of millions of Ukrainians, forcing them to look not only for safe places to live, but also for new business opportunities. Entrepreneurs are faced with a dilemma: how to ensure business stability, avoid excessive tax burden and maintain financial freedom? In this context, countries that offer no income tax become extremely attractive. At the same time, it is important to take into account not only tax policy, but also the general cost of living, the cost of housing and infrastructure. In 2025, four countries — Oman, Kuwait, Bahrain, and the United Arab Emirates (UAE) — stand out as the most profitable countries to move to.
AI “FAKT” analyzed which are the most affordable tax-free countries to choose for relocation in 2025, based on the report Euronews Business.
Oman: affordable life and favorable conditions
Oman tops the ranking of tax-free countries thanks to the combination of low living costs and stable income. The average monthly rent in this country is just €439, one of the lowest among tax-free jurisdictions. Buying real estate is also quite affordable: the price per square meter is 108 euros.
The total monthly cost of living in Oman is €699, plus €96 for utilities. At the same time, the average net salary in the country reaches 2,051 euros, which allows you to have a residual income of 817 euros after covering all expenses. These conditions make Oman an extremely attractive option for those seeking to minimize costs and ensure financial stability.
Kuwait: low costs and high income
Kuwait is ranked second due to its affordability and high net salary. The average monthly rent in Kuwait is €721, which is slightly higher than in Oman, but offset by other financial benefits. For example, the total cost of living here is only 720 euros, and utilities cost only 45 euros.
The net average salary in Kuwait reaches 2,552 euros, leaving 1,066 euros after covering all basic expenses. The combination of high income and low costs makes Kuwait an excellent choice for entrepreneurs seeking stability and financial gain.
Bahrain: affordable real estate and moderate costs
Bahrain ranks third due to real estate affordability and overall low cost of living. The cost per square meter of real estate in Bahrain is 161 euros, which is the second lowest price among tax-free countries.
The monthly cost of living in the country is 788 euros, of which 116 euros are for utilities. Renting an apartment in Bahrain costs about 721 euros per month. The average net salary in the country is €2,000, leaving €302 after basic expenses are covered. This makes Bahrain a good choice for those looking for affordable housing and moderate costs.
UAE: comfort and high standard of living
The United Arab Emirates, known for its modern infrastructure, ranks fourth among tax-free countries. The average monthly rent here is €945, the highest on the list. However, this is compensated by a high level of income.
The total cost of living in the UAE is €893 per month. The average net salary in the country is €3,232, which leaves €1,237 after covering basic expenses. Such residual income allows you to live comfortably and invest in business development or personal needs.
Therefore, the tax-free countries of the Persian Gulf — Oman, Kuwait, Bahrain and the UAE — offer unique opportunities for Ukrainian entrepreneurs who seek stability and favorable conditions for doing business. Each of these countries has its own advantages: from low housing costs to high income levels. However, it is important to consider not only financial indicators, but also additional costs, such as health insurance and adaptation to a new environment.
