TCC in Kharkiv blocks streets, humiliates citizens and destroys business: harsh criticism of Alexander Bakumov

The actions of individual representatives of territorial procurement centers (TCC) in Kharkiv have long been a source of indignation and anxiety for thousands of city residents. People don’t just observe their actions – they experience the consequences of a gross violation of their rights. Constant blocking of streets, aggressive actions of people in balaclavas, fear of going to work and paralysis of small and medium-sized businesses – this is what has become commonplace for many Kharkiv residents. People’s deputy Oleksandr Bakumov from the rostrum of the Verkhovna Rada strongly criticized such actions, calling the situation in Kharkiv special, unacceptable and humiliating, demanding immediate changes.
The deputy’s position: the actions of the TCC in Kharkiv are unacceptable
People’s deputy of Ukraine from the Servant of the People party, member of the Verkhovna Rada Committee on Law Enforcement, Oleksandr Bakumov expressed a firm position on the activities of the TCC in Kharkiv. He supported the president’s decrees on the extension of martial law and general mobilization, but at the same time raised a number of criticisms about how these measures are being implemented in the region.
On his page at Facebook the deputy noted that the systemic actions of the TCC in Kharkiv are unacceptable, humiliating and contradict the basic principles of protecting the honor and dignity of citizens. He emphasized that all subjects responsible for organizing the mobilization process should bear personal responsibility for their actions. Parliament also supported his proposal to hold a joint meeting of the committees on national security and law enforcement activities to listen to responsible officials.
Speaking from the rostrum of the Verkhovna Rada, Oleksandr Bakumov voiced a number of shocking facts about the situation in Kharkiv. He sharply criticized the working methods of the TCC, calling the blocking of streets and total checks of people in the city “filtering the population.” According to the deputy, men are afraid to go to work for fear of being detained on the streets or near businesses. This has already paralyzed the work of medium and small businesses, as well as created significant difficulties for ordinary citizens. Particular indignation was caused by cases when employees of the TCC, who operate in balaclavas without any identification marks, exceed their authority.
The deputy also cited the example of lawyer Yulia Palagina, who was beaten by TCC employees in a medical institution while performing her professional duties.
“These are inappropriate measures, this is disrespect for citizens.” – emphasized the deputy, stressing that such actions not only discredit mobilization, but also harm the moral state of society.
“Why Kharkiv?”: a special attitude to the city
Bakumov emphasized that the situation in Kharkiv is significantly different from other cities, it is special for some reason.
“I have been to Kyiv, Dnipro, Lviv – there is nothing like that there. In Kharkiv, everything is somehow special, super special. And no one wants to pay attention to it! Medium and small businesses stopped working, men do not go to work, because there is no procedure for proper reservation of medium and small businesses, which the government should have approved yesterday. This creates a feeling of injustice among the residents of the city, who are forced to live under constant pressure.” he noted.
The deputy also drew attention to the lack of a proper booking mechanism for employees of small and medium-sized businesses. According to him, even the simplest businesses, such as tire shops, do not work because men are afraid to go to work because of the aggressive behavior of the TCC.
“Why is everyone silent? Why does no one pay attention to the humiliation and total injustice in Kharkiv?”, asked the people’s deputy.
Call to action: stop the arbitrariness
Oleksandr Bakumov appealed to the General Staff of the Armed Forces, the Ministry of Defense and the Ministry of Internal Affairs with a demand to immediately intervene in the situation. He called on senior officials to immediately take the situation in Kharkiv under personal control, ensure the adequacy of mobilization measures and stop practices that humiliate the dignity of citizens.
The deputy also initiated consideration of this issue at a meeting of the specialized committees of the Verkhovna Rada, addressing Serhiy Ionushas, head of the Committee on Law Enforcement.

Oleksandr Bakumov’s speech drew attention to long-term serious problems in the activities of the TCC in Kharkiv. His position emphasizes the need to observe the law, respect for citizens and the responsibility of all subjects involved in the mobilization process. In the conditions of war, such issues are not only important, but also critically necessary for maintaining trust in the authorities and stability in society.
