The Cabinet of Ministers allowed sending summonses to conscripts and reservists by mail

The Cabinet of Ministers of Ukraine allowed sending summonses to conscripts and reservists via mail. In case of refusal to receive such a case will be interpreted as evasion of mobilization. The appropriate norm fixed in Government Resolution No. 916.
From now on, conscripted citizens who have passed the military medical commission and do not have a valid right to postponement can receive a mobilization order through Ukrposhta. According to the new procedure, mobilization summonses for sending to the army are allowed to be sent by registered mail. We are talking about people who have recently passed the VLK, and also have a conclusion of the military medical commission, but not a formalized deferment.
According to the document, summonses for conscription during mobilization and deployment to the place of service can be delivered in person under a signature or sent by registered letter with a description of the attachment and a notice of delivery to the address of the place of residence indicated in the accounting documents. This applies to citizens who have already passed a medical examination and, if necessary, professional and psychological selection, and are subject to conscription during mobilization in a special period.
It will be recalled that in May 2024, after the entry into force of the new law on mobilization, the government updated the rules for conducting the draft. In particular, summonses can be sent to the place of work, study or by mail. These changes caused a significant resonance in society. According to the innovations, delivery of a summons can be considered valid even in the absence of a person at the place of residence indicated in the military records.
On June 26, 2024, the representative of the parliamentary committee on national security, defense and intelligence, Fedir Venislavskyi, stated that electronic subpoenas are not being implemented in Ukraine and are not planned in the near future. In addition, the Minister of Digital Transformation Mykhailo Fedorov has repeatedly emphasized that the “Action” application will not have functions related to mobilization, regardless of the format of legislative changes.
