The Cabinet of Ministers approved a bill that abolishes the mandatory use of seals in some areas of business

The government has approved a draft law that abolishes the mandatory use of seals in a number of business areas, thus completing the multi-year process of transition to the voluntary use of seals. The next word is for the Verkhovna Rada, which has to consider this legislative initiative. About this reported in the Ministry of Economy, Environment and Agriculture.

The head of the ministry, Oleksiy Sobolev, noted that the Cabinet of Ministers initiated the cancellation of outdated requirements in two more laws that still contained mandatory provisions on seals.

“If the parliament supports this decision, entrepreneurs will no longer be obliged to use seals – only at their own will. This next stage of deregulation will complete a reform that has lasted more than 10 years. No extra costs and double interpretation – everything should be simple and convenient for business.” he explained.

The bill envisages changes to the laws “On employers’ organizations, their associations, rights and guarantees of their activity” and “On capital markets and organized commodity markets”. If the document is approved by the Verkhovna Rada, the requirement for the mandatory presence of seals in the minutes of meetings of employers’ organizations and on savings certificates of banking institutions will be abolished.

The transition to the voluntary use of seals began back in 2014 with the introduction of a law that simplified the procedure for opening a business. Since then, most of the regulatory acts have been cleared of the requirements for the mandatory use of seals and stamps.

As part of the deregulatory reform, the interdepartmental working group on revision of instruments of state regulation of economic activity analyzed more than 1,300 regulatory acts. Of them, 584 are recommended for simplification, 456 for cancellation. As of today, 352 instruments of state regulation have already been canceled.
