The former head of the migration service is suspected of embezzling 88 million for repairs: NABU

The National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office, together with the Department of Internal Security of the National Police, informed the ex-chief of the State Migration Service of Ukraine of suspicion of embezzlement of over UAH 88 million of budget funds allocated for the reconstruction of the agency’s central office in Kyiv.

According to the investigation, in 2015 the DMS received a building in the center of the capital, and a businessman who had close ties with the service’s leadership organized a scheme to embezzle funds through companies under his control. The scheme involved the ex-head of the DMS, his deputy and the head of the economic department, who facilitated the conclusion of contracts with these companies and distorted the results of the auctions.

The criminal group operated for several years, inflating the cost of works, drawing up fictitious acts of completed works and duplicating works. As a result, the reconstruction of the building was never completed, and the computer equipment for which budget funds were paid exists only on paper.

In September 2023, the suspicion was reported to the former deputy head and head of the economic department of the DMS, as well as the businessman – the organizer of the scheme. The materials collected by NABU detectives also helped the Antimonopoly Committee of Ukraine to discover the conspiracy of three companies controlled by the businessman and to fine them almost UAH 3.5 million.
