The Recovery Agency has selected Volodymyr Levkovych as a candidate for the position of Head of the Centralized Procurement Organization

The Recovery Agency has selected a candidate for the position of head of the Centralized Purchasing Organization (CPO). He became Volodymyr Levkovych, reported press service of the department.

The decision was made by the head of the Agency, Serhiy Sukhomlyn, after the interviews with the applicants recommended by the working group. In total, 41 candidates from the public and private sectors took part in the competition. The international recruiting company Amrop also participated in the selection process. Soon, a special check will start for the winner, based on the results of which a decision will be made about the appointment and a fixed-term contract will be concluded.

Volodymyr Levkovych has over 15 years of experience in infrastructure management, public procurement and law. He obtained two master’s degrees — in law and finance — at the Ivano-Frankivsk National University and the KROC University of Economics and Law.

In his career, he implemented a number of state and international projects (in particular, in cooperation with USAID, EBRD, IBRD), worked in business, legal field, consulting, as well as in public administration.

In accordance with data YouControl, Levkovich is a co-owner and director of the legal company “Yuk Yarlan” (50% of the company is owned; the rest is owned by Serhiy Omelchuk). The company’s LinkedIn page states that it specializes in legal support in the field of construction, real estate, corporate and tax legislation, labor issues and intellectual property protection.

We would like to remind you that the Centralized Procurement Organization was established by the Cabinet of Ministers in April 2025 with the participation of the EU Anti-Corruption Initiative in Ukraine (EUACI). If earlier procurements were handled by regional recovery services, now all procedures are concentrated within the Central Central Organization. Procurement will take place through open tenders or framework agreements.

The new structure will take care of the acquisition of both goods and works — in particular, in the fields of construction, road repair, development of project documentation, etc. This is the first example of such a centralized organization in Ukraine and Europe.
