The State Labour Service explains how many people with disabilities should be employed at enterprises

The State Labor Service provided an explanation regarding the quota for employment of persons with disabilities at enterprises. According to the current legislation of Ukraine, employers are obliged to provide a certain number of jobs for people with disabilities, which is enshrined in Article 19 of the Law of Ukraine “On the Basics of Social Protection of Persons with Disabilities”.
In particular, it was determined that for enterprises, institutions and organizations that use hired labor, the quota for employment of persons with disabilities is 4% of the average annual number of full-time employees. If the enterprise has from 8 to 25 employees, the quota provides for the availability of at least one workplace for a person with a disability.
In addition, in case of non-fulfilment of this quota, employers face fines. Responsibility for non-compliance with the requirements for the employment of persons with disabilities rests with the heads of organizations, and this may include not only financial penalties, but also other administrative measures. Employers are also required to regularly submit reports to the Fund for the Social Protection of the Disabled indicating the fulfillment of employment quotas for persons with disabilities.
These quotas are part of the government’s overall strategy to improve the social integration of people with disabilities, provide them with equal employment opportunities, and create an inclusive workplace environment.
In addition, businesses that actively implement inclusion policies and create workplaces for people with disabilities can receive tax benefits, as well as government subsidies for adapting workplaces to the needs of such employees. This allows not only to fulfill the requirements of the legislation, but also helps to build a socially responsible business.
The State Labor Service also recommends that employers pay attention to training and retraining programs for persons with disabilities, which will improve their professional skills and better integrate them into the labor market.
