The Verkhovna Rada adopted draft law No. 13533 on strengthening the powers of the NABU and the SAPO

On July 31, the Verkhovna Rada of Ukraine adopted draft law No. 13533, initiated by the president, which strengthens the powers of NABU and SAP. About this reported People’s Deputy Yaroslav Zheleznyak.
The document was considered in a shortened procedure. In the first reading, it was supported by 330 people’s deputies, and in total – 331. In addition, 326 parliamentarians voted for the immediate signing of the law by the chairman of the Verkhovna Rada. Soon after, deputy Yaroslav Zheleznyak announced that Ruslan Stefanchuk had signed the document.
According to the explanatory note, the purpose of the draft law is to strengthen the institutional independence of NABU and SAP, as well as to create mechanisms to protect their activities from outside influence, in particular from the Russian Federation. The document emphasizes that its adoption will contribute to strengthening the trust of society and the international community in the anti-corruption system, its effectiveness and the principle of inevitability of punishment.
Separate provisions of the draft law envisage establishing the status of the Specialized Anti-Corruption Prosecutor’s Office as an independent body that independently carries out procedural management in cases investigated by NABU.
“At the same time, the provisions of the draft law offer a mechanism to prevent intelligence and subversive activities of foreign special services against employees of anti-corruption bodies. The draft law introduces new preventive and counter-intelligence mechanisms to protect anti-corruption bodies from the possible influence of the aggressor state.” – says the explanatory note.
