Ukraine will change the procedure for paying social assistance to some categories of citizens

Ukraine is planning to change the procedure for paying social assistance to certain categories of citizens: assistance for mothers, guardians and internally displaced persons will be provided centrally from now on. About this it is said in the draft resolution of the Cabinet of Ministers, which is published on the website of the Federation of Trade Unions of Ukraine for public discussion.
The document provides for the implementation of an experimental project that will transfer the functions of accrual and payment of certain types of social assistance to the Pension Fund of Ukraine. Currently, these processes are provided by structural divisions of social protection on the ground. In the future, payments will be made on the basis of the Unified Information System of the social sphere, in particular, the Unified Social Register.
“The transition to the centralized provision of social assistance will make it possible to optimize cash flows and the time of passage of funds from the social protection body to the recipients, to introduce a centralized and transparent system of control over the flow of funds and their intended use.” – says the document.
The new approach to payments is expected to take effect from October 1, 2025. According to the Ministry of Finance, in 2024, 579.2 billion hryvnias will be allocated to finance social expenditures, which is 45.1 billion hryvnias (or 8.4%) more than in 2023.
