10 thousand Ukrainians received vouchers for free education: how to get a new profession

Previously, Ukrainians could study at budget expense only once for each qualification level (junior specialist, bachelor, etc.). Now you can get two educations for free. For this purpose, a system of vouchers for training was introduced in Ukraine. In 2024, 10,000 citizens took advantage of this opportunity.

The new credo of the employment market is lifelong learning and retraining. It is to implement such an approach that the government is testing the effectiveness of the system of educational vouchers.

However, not everyone who wishes will be able to receive funds for training – there is a list of conditions. In particular, applicants must be over 45 years of age. Also, they must have graduated from the last educational institution, at least 3 years before applying for the grant.

Those wishing to obtain a second education can choose one of the 124 currently available professions, an educational institution (which has a license to provide educational services) and a form of study, submit an appropriate application to the state employment service (online or by contacting the employment center in person), receive a voucher and conclude a contract for training – and the state will finance the costs of acquiring a new profession in the amount of up to 30,280 hryvnias. If the cost of the chosen training turns out to be more expensive – only the difference will have to be paid.”, – said the head of the parliamentary committee on finance, tax and customs policy Danilo Getmancev.

Last year, more than 18,000 people used the program and were given vouchers for a total of 252 million hryvnias. This year, the state has already spent 75 million hryvnias on educational vouchers.

“Today’s high unemployment is one of the key challenges for the Ukrainian economy. Therefore, this program must be seriously scaled up – both in terms of the range of professions for which training is carried out, and in terms of the number of people covered by it (10 thousand at the moment and possibly 20+ thousand in just one year (These are not the numbers we need considering the scale of the unemployment problem). Employers should be actively involved in the process, both in terms of completing and correcting training programs and for meetings with potential employees. – thinks Danylo Hetmantsev.
