An employee of the CCC, having no savings, buys cars for himself almost for nothing

Ukrainian society was once again shaken by the story of possible corruption in the military administration. Dmytro Nekrash, the chief specialist of the recruiting and stocking department of the Belotserkivsky District Territorial Center of Stocking and Social Support (TCC and SP), was at the center of a scandal after it became known about his purchase of a luxury Porsche Cayenne at a significantly reduced price. This became known from the published declarations Not beautiful.
On November 13, 2024, Dmytro Nekrash officially purchased a 2011 Porsche Cayenne for 7.3 thousand US dollars (300 thousand hryvnias). At the same time, the average market value of such a car is about 21 thousand dollars. Such a significant difference in cost attracted the attention of journalists and the public.
According to Dmytro Nekrash’s declaration for 2023, he does not own any real estate, except for a plot of land without a house. His wife does not officially work, and the family’s only sources of income are Nekrash’s salary at the Kyiv Regional Military Commissariat (28,100 hryvnias per month) and the pension of a family member in the amount of 2,900 hryvnias.
In addition, there are no monetary assets or deposits in the declaration. This raises the question of how the family could afford such a car, even at the advertised price.
As reported OBOZ.UA, this is not the first time when Dmytro Nekrash’s declared purchases raise doubts. In 2023, he indicated in his declaration that he had purchased a 2015 KIA K5 car for 3,000 hryvnias. At the same time, the market value of such a car is about 450 thousand hryvnias, which is 150 times higher than the declared amount.
Dmytro Nekrash has many years of experience in military commissariats. In 2016, he worked in the Volodar District Military Commissariat, later moved to the Secretariat of the Cabinet of Ministers of Ukraine, and since 2018 he has held a position in the Kyiv Regional Military Commissariat.
The scandal with declared purchases caused a wave of indignation among the public, especially in the context of general mobilization and war, when the issue of transparency in the work of military structures is extremely relevant.
Legal experts emphasize that significant discrepancies between the value of property and official income may indicate a violation of anti-corruption legislation. In this context, public organizations call on the National Agency for the Prevention of Corruption (NACP) and law enforcement agencies to conduct a thorough investigation of Nekrash’s sources of income.
