An updated methodology will be used for the certification of scientific institutions and universities

During 2024–2025, more than 370 scientific institutions and 130 institutions of higher education in Ukraine will be able to undergo state certification according to the new methodology. This is a decision, for information of the Ministry of Education and Science of Ukraine, aimed at improving the efficiency of institutions, developing science and strengthening the competitiveness of universities at the international level.
The updated methodology was developed with the participation of Ukrainian scientists and international experts from Great Britain, Germany and Poland. For the first time, it provides not only a quantitative assessment, but also a qualitative expert analysis of the impact of scientific institutions on the development of science, defense capability, economy and society.
More than 2,000 Ukrainian and more than 300 foreign experts are involved in the certification process, who will provide a comprehensive and objective assessment. The attestation evaluation will consist of two components: a classification evaluation, which will be automatically determined through the URIS system based on data on personnel potential, publication activity, efficiency of attracting resources, and material and technical base; and expert assessment, which will take into account the qualitative indicators of the influence of the institutions’ activities on the development of Ukraine.
The methodology underwent extensive public discussion and was approved by all 28 state bodies that include scientific institutions, including the national and branch academies of sciences. Thanks to this initiative, the most successful institutions will receive additional funding, which will contribute to their development and increase in international prestige.
