Public discussion of the draft Second Nationally Determined Contribution to the Paris Agreement has started in Ukraine

Ministry of Environmental Protection and Natural Resources of Ukraine invites the public to discuss the project of the Second Nationally Determined Contribution (NDC) of Ukraine to the Paris Agreement. This is a strategic document that defines the state’s goals for reducing greenhouse gas emissions by 2035 as part of global efforts to curb climate change.

The Nationally Determined Contribution is the main instrument for the implementation of the Paris Agreement. According to international obligations, each country must review and update the NVV at least once every five years. Ukraine submitted its first contribution in 2015, the updated version – in 2021. Currently, the Second NVV is being prepared in accordance with the envisaged review cycle.

“The second NAP is not just a technical document. It is our vision of a climate-responsible restoration of Ukraine. We have a chance to build an economy based on clean technologies, energy efficiency and climate change resistance,” — explained Deputy Minister Olha Yukhymchuk.

Ukraine’s new emissions reduction target is based on modeling that covers all sectors of the economy — energy, industry, construction, transport, agriculture and waste management. The calculations take into account scenarios of economic development, taking into account post-war recovery and adaptation to new challenges.

Public discussion will last 30 days from the moment of official publication on the website of the ministry. Proposals and comments are accepted in written or electronic form at the address of the Ministry of Environment:

After the discussion is over, the draft order of the Cabinet of Ministers of Ukraine “On approval of the Second Nationally Determined Contribution of Ukraine to the Paris Agreement” will be submitted to the Government for consideration. Adoption of this document will be Ukraine’s next step towards green transformation and fulfillment of international climate obligations.
