Defense Minister Rustem Umerov announced new proposals for reforming the mobilization system in Ukraine

The Minister of Defense of Ukraine, Rustem Umyerov, announced important reforms in the mobilization system, which provide for the avoidance of the so-called “busification”, when men are forcibly mobilized into the ranks of the Armed Forces. That’s what he’s about stated during the briefing.

According to Umerov, the mobilization process should be simplified and modernized, as well as understandable and modern.

“We’re holding the front, we’re giving humanity to our mobilization, we’ve introduced, as you know, the law, we’ve started recruiting centers, we’ve started digitization to have digital tools so that people know they have a choice.” – said the Minister of Defense.

In addition, the Ministry of Defense aims to completely switch to digital document management, which should significantly simplify administrative procedures for conscripts. Umyerov emphasized that the “Reserve+” platform is already functioning in Ukraine, thanks to which Ukrainians have the opportunity to receive military registration documents in electronic format.

Umerov also emphasized the importance of supporting the economy during mobilization. In this context, it is a dialogue with the business to agree on mechanisms for the reservation of workers in order to save jobs. The minister noted that mobilization should be perceived by society not as coercion, but as pride and an honorable duty to protect the state.

This reformation is also aimed at solving a number of problems, including streamlining the work of military medical commissions and modernizing communications with conscripts with the help of new digital solutions such as “Army+”.

We will remind that in 2025, the continuation of mobilization in Ukraine is planned. However, there is currently no provision for mandatory mobilization of women, and the General Staff has confirmed that it will focus on awarding men of appropriate age and health.
