During the full-scale invasion, the number of debtors due to non-payment of alimony increased by 23 thousand

As of mid-July 2025 in the United registry of debtors (ERB), 187,116 enforcement proceedings opened in connection with non-payment of alimony were recorded. Compared to the period before the full-scale invasion, this means an increase of 23,246 proceedings – or 14%. The register data is dynamic: new entries are constantly appearing in it, while some debts are closed. Therefore, the given figure refers to the net increase – that is, the number of additional proceedings opened during more than three years of the war, and not to the total number of debtors.
According to available statistics, the absolute majority of persons against whom enforcement proceedings have been opened for non-payment of alimony are men. They make up 91% of all participants in such cases. Women appear in 9% of cases. However, a woman from the Kyiv region has the largest number of simultaneously open proceedings — eight cases have been registered against her at once, which is currently a record for the entire country.
If we look at the situation by age categories, more than 85% of the proceedings fall on debtors between the ages of 25 and 45. Those younger than 25 are 7.6% of proceedings (14,312 cases), and those older than 45 are 6.6% (12,382 cases).
The largest number of enforcement proceedings regarding alimony debt is currently registered in the Dnipropetrovsk region — 26,268 cases. This is followed by Odesa Oblast with 13,516 cases, Kharkiv Oblast — 13,011, Donetsk Oblast — 11,680, and Kyiv Oblast — 11,050.
A particularly sharp growth is recorded in some regions in comparison with the pre-war period. Thus, in the Kharkiv region, the number of proceedings for non-payment of alimony increased 5.4 times — from approximately 2,400 to more than 13,000. In Chernihiv region, a similar increase is 2.2 times: from 2,198 to 4,747 proceedings. In the Kherson region, on the contrary, a significant decrease is observed: a six-fold reduction in the number of cases was recorded, from 11,139 to 1,727.
In general, starting from February 2022, an increase in the number of alimony proceedings was recorded in 19 regions of Ukraine. At the same time, in six oblasts, on the contrary, the number of such cases decreased. These changes may be related to changes in the demographic situation, as well as to temporary or permanent migration of the population, as well as to the actual working conditions of law enforcement agencies in wartime conditions.
