Expert: Corrupt scheme of reservations from mobilisation costs Ukraine UAH 80 billion a year
A year ago, the idea of booking critical personnel was proposed, which was supported by the Ministry of Economy and approved by the Cabinet of Ministers. However, this initiative did not receive further development. Advanter Group General Director Andrii Dligach told about this ether Public radio.
According to Dligach, the mobilization potential of Ukraine is about 5 million people, of which 1.5 million have already been booked. However, the president, seeing these numbers, initiated an investigation into the legality of booking such a large number of people. This creates new risks for the business, as it may lead to the need to prepare documents again, and also creates room for demanding bribes and general unpredictability of the situation.
“For Ukraine, human capital is a limited resource. A year ago, the idea of booking critical personnel was invented. It was supported by the Ministry of Economy and was even approved at the level of the Cabinet of Ministers, but then it was not given the go-ahead. This idea of booking critical personnel would lead to the fact that about 15% those who are subject to the draft would be booked. For business, this would give business an opportunity to contribute, which is 200 billion hryvnias per year.”, – emphasized the economist.
Dligach also noted that the implementation of this initiative could help to overcome corruption in the reservation process, the volume of which is estimated at approximately 80 billion hryvnias per year. “Despite all the advantages, this idea is still afraid to be implemented,” he noted.
