New rules for calculating housing subsidies will come into effect in Ukraine on October 1. In accordance with the Resolution of the Cabinet of Ministers of Ukraine №993 from August 30, 2024, citizens will be compensated with larger amounts, and the period for calculating subsidies will change.
Under the new rules, subsidies will be charged for 15 days regardless of the actual start of the heating season. This innovation is aimed at simplification and transparency of the process. Now subsidies for October will be calculated already in November, taking into account the beginning of the heating period.
The amount of subsidies will also change due to the increase in utility tariffs. This means that when calculating subsidies, not only the date of the beginning of the heating season, but also the increase in costs for utility payments will be taken into account. However, it is worth noting that for those who received subsidies during the non-heating period, the amount in October will remain unchanged. The recalculation will be carried out in November, when the heating season officially begins.
Subsidies will be automatically credited to those who received them during the non-heating period. However, in such cases, a new application must be submitted:
- if the subsidy is issued for the first time;
- if the subsidy for the non-heating period was refused;
- if an application for termination of payments was submitted during the summer period, and now it is necessary to renew the subsidy;
- in case of changes in the composition of registered persons or social status.
If the subsidy application is submitted before November 30, 2024, payments will be accrued from October 2024.
