In Ukraine, sole proprietors are being closed en masse.

In the first four months of 2025, 81,928 new individual entrepreneurs were registered in Ukraine, which is 9% less compared to the same period last year. At the same time, 119,895 FOPs ceased their activities — this is 44% more than last year. About this informs The opendatabase.

Thus, the overall balance is negative: the number of closures exceeded the number of openings by 37,967. For comparison, in January-April 2024, on the contrary, there were 7,166 more new registrations than terminations.

Retail trade remains the most popular field for new entrepreneurs, chosen by 20,763 people. 7,129 FOPs were registered in the field of IT and software consulting. The third place is occupied by wholesale trade – 6,216 new entrepreneurs. Women were more active in starting businesses, opening 61% of new FOPs, while the share of men was 39%.

Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev, commented on the increase in the number of suspensions. According to him, this is connected with the resumption of mandatory payment of the EUV from January 1.

“Non-working FOP groups 1 and 2 were closed, because the pre-war rules for paying social security were restored for them. Also, a military levy on the minimum salary for 2025 was determined – it is UAH 800 per month, regardless of whether they are active or not.”Hetmantsev explained.

At the same time, starting in March 2025, the number of new registrations again began to exceed the number of closures. The first week of May became a record for the number of open FOPs — 7,014 new entrepreneurs were registered.
