Kharkiv region ranks second in terms of child support arrears in 2024

The number of alimony debtors in Ukraine has increased by 14% since the beginning of the full-scale invasion, and Kharkiv Oblast ranks second among the regions with the largest number of such debts, accounting for 6% of the total. About this informs “opendatab”.
As of the beginning of August, the Unified Register of Debtors in Ukraine recorded almost 190,000 proceedings regarding non-payment of alimony. During the two years of the war, the number of debtors increased by 23,376 proceedings, and 91% of them were men, and 9% were women. In 2024, the number of proceedings for non-payment of alimony increased by another 2.8 thousand.

11,139 such proceedings were recorded in Kharkiv region, which is 6% of the total number in Ukraine. At the same time, compared to the statistics until 2021, the number of non-payments in the region decreased by almost half — by 44%.
Dnipropetrovsk Oblast is the leader in terms of the number of alimony debtors, which accounts for 11% of the total number of proceedings. Kharkiv Oblast ranks second with 6%, and Zaporizhzhia Oblast ranks third with 5%. At the same time, the number of debtors decreased significantly in the front-line regions: in Donetsk region – by 79%, in Kherson region – by 92%, and in Luhansk region – by 95%.

We will remind that Kharkiv Oblast also occupies a leading position among debtors for “communal” services. As of July 1, the debts of Kharkiv’s utility companies to Oblenergo amounted to UAH 1.213 billion. The largest debtors are the communal enterprises “Kharkivvodokanal” and “Kharkiv thermal networks”. In addition, the electricity supplier in Kharkiv PJSC “Kharkivenergozbut” has debts in the amount of more than UAH 2.466 billion.
