Mayor and head of district council in Transcarpathia to be tried for abuse during land sale

NABU and SAP completed the pre-trial investigation and sent an indictment to the court against the mayor and the head of the district council in the Zakarpattia region, who are suspected of abuse of office during the sale of more than 3 hectares of land in the city center at a significantly reduced price. About this informs NABU press office.

The law enforcement officers do not name the officials, however information according to LIGA.net’s sources in the law enforcement agencies, it is about the mayor of Mukachevo, Andrii Baloga, and the head of the Mukachevo district council, Mykhailo Lan (a former criminal authority nicknamed “Blyuk”).

The investigation established that the mayor organized the adoption of a decision by the session of the city council, which provides for the sale of the land plot to a private company, the actual controller of which is the head of the district council and a former people’s deputy. The deal price was almost nine times lower than the market price.

The basis for the sale was an expert monetary assessment with a significantly understated value of the plot. According to the case file, the owners of the appraisal company were bribed for underestimating the price. As a result, the land plot, which had a market value of UAH 91.4 million, was sold for only UAH 9.6 million.

Despite such a low price, the mayor decided to provide the company with preferential conditions – payment in installments for six months. As a result of the actions of officials, the territorial community suffered losses in the amount of UAH 81.7 million. The offense was discovered in June this year together with the SBU.

Two owners of the assessee company were also informed of the suspicion. They are accused of falsifying evidence in order to mislead the court in order to avoid responsibility (parts 1, 2 of article 384 of the Criminal Code of Ukraine).
