On August 20, the Department of Infrastructure Development of the Kryvorizka City Council, based on the results of the tender, signed a contract with “Protectikum” LLC for the construction of the Memorial complex, worth UAH 126.69 million. However, on the same day, an additional agreement was signed to reduce the amount of the contract by UAH 45.86 million, which led to the final cost of the works in the amount of UAH 80.83 million. This became known from the Prozorro public procurement system.
By November 2025, the contractor must complete the second stage of the construction of the Memorial Complex on the territory of honorary burials, which is located on a part of the land intended for the expansion of the “Central” cemetery in the Kryvorizka district. The project is financed from the local budget, and the contract provides for a fixed price. According to the project of “Kryvbasbudservice” LLC, the second stage includes the construction of the central entrance, chapel, ritual square, sculpture-monument, as well as landscaping and landscaping of the territory.
In the final statement of expenses, the largest sum, UAH 18.83 million, was allocated to polished granite slabs from the Tokiv deposit measuring 79x79x5 cm, at a price of UAH 8,875 per square meter. In open sources, the cost of such plates was not found for comparison.
In addition, UAH 2.55 million is allocated for unpolished slabs of similar sizes at a price of UAH 11,078/sq.m. m. Manufacturers offer unpolished Tokivskyi granite with a thickness of 5 cm at a price of about UAH 2,904/sq.m. m, which is 3-4 times cheaper than in the estimate.
Another UAH 6.19 million was allocated for gray heat-treated tiles made of Pokostivskyi granite with a thickness of 30 mm at UAH 7,675/sq.m. m, while such tiles are offered on the market at a price of about UAH 1,920/sq.m. m, which is also much cheaper.
Also, UAH 4.36 million was allocated for polished curbs made of Tokiv granite at UAH 5,450 per meter, although manufacturers offer them at a price of about UAH 1,188/m.
The total probable overpayment for all the specified items is about UAH 10 million, which is equivalent to the cost of 7 Mitsubishi L200 pickups for the needs of the military or several long-range drones.
In addition, the estimate provides for the average salary of workers in the amount of UAH 16,300, while according to the Pension Fund, the average salary for calculating pensions is UAH 18,807, and the average salary for vacancies on the “Work.ua” portal in Kryvyi Rih is 20,500 UAH
The contract was concluded without competition, as only one company applied for the tender. In order to participate, it was necessary to provide a certificate of the contract with the enterprise on the placement of construction waste, issued after the date of the announcement of the auction.
