“Ment business during the war: rollback – 30%”: Oleg Yeltsov

Oleg Yeltsov, the founder of the “Ukraine Criminal” and “TEMA” websites, is known for his critical stance on corruption schemes in the Ukrainian authorities. His incriminating articles and publications always cause heated discussions in society, because he is not afraid to raise the most pressing issues. One such topic was Yeltsov’s recent investigation into the purchase of TruCam mobile speed meters by the National Police of Ukraine. This purchase caused a wide resonance and serious suspicions of corruption among the top police leadership. Yeltsov talks in detail about the multimillion-dollar equipment, which not only reduces the resources of law enforcement officers, but also reveals deep problems in the work of the patrol police during the war.

Oleg Yeltsov turned attention to the questionable initiative of the National Police of Ukraine – the purchase of a batch of TruCam mobile speed meters. In his opinion, this step was not only unnecessary, but also duplicated the functions of the already existing automatic cameras that are installed on the tracks to control speed. Yeltsov predicts that this decision is a cover for a new corruption scheme, and his suspicions have been confirmed. The other day, the State Bureau of Investigation (SBI) reported that the chairman of the tender committee responsible for the purchase of 72 TruCams was suspected.

“Three weeks ago, I drew attention to another game from the National Police: there they decided to purchase a batch of mobile TruCam speed meters and use them to duplicate the work of existing automatic cameras installed on highways, distracting the patrol police crews for this. Then I made sad assumptions and turned out to be right.

The other day, there was interesting news from the SBI regarding this multimillion-dollar device. Suspicion has been raised against the chairman of the tender committee, who approved the baseless decision to purchase 72 TruCams through negotiations with a specific supplier instead of announcing a public procurement. The agency accepted the company’s offer in the amount of 33.5 million hryvnias – a price that was overestimated by 8 million hryvnias from the expected cost.

Up until this point, I couldn’t find the actual cost of the TruCam, so I referred to purchases from previous years, when each camera cost $7,000. Based on these figures, current cameras have become more expensive by a third – up to $10,000, although usually such equipment becomes cheaper over time.

So, during the war, the National Police purchased unnecessary cameras for 800,000 dollars! At the same time, people in uniform stole a third of the amount – about 300,000 dollars! By the way, if the tender had been “clean”, the cameras would have been purchased for the same $7,000/piece at which their unreformed predecessors from the traffic police bought them. So, my prediction that this purchase was necessary solely to steal a fat sidekick from the budget was confirmed by the SBI.

Not only that: in order to use this unnecessary and expensive property, it will be necessary to divert 72 patrol police crews from their immediate duties. Now do you understand why the police do not respond to calls from citizens, why patrols are not visible on the streets? They have now migrated to the highways, armed with the brand new TruCam. Having parked under an elder tree, you can nonchalantly punish damn speed breakers. And I have a big doubt that every punishment ends with the drawing up of a protocol.

Based on this, I must predict that the desire to withdraw police patrols from the cities to the roads is not due to stupidity. This is another earning mechanism for the police authorities. We have a growing burden on police personnel, protected by armor from mobilization. The scheme is simple: if you don’t want to fight – go to the police, get a Prius from the state, a higher salary and hang out under an elder tree with TruCam. You can pay for such happiness in order not to risk crossing the border through the turbulent waters of the Tisza.

Therefore, I must once again announce: the vast majority of police officers must go to the front! They will definitely be more useful than TruCam under the elder tree.” Yeltsov emphasized.
