NABU and SAP referred to the court the case of embezzlement of UAH 14.8 million for the construction of a school in Ivano-Frankivsk region

The National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office referred to the court a case regarding the embezzlement of over 14.8 million hryvnias during the construction of a school in the village of Chukalivka, Ivano-Frankivsk region.

As the investigation established, in 2021, the entrepreneur, in collusion with the director of the Department of Capital Construction in Ivano-Frankivsk Oblast (hereinafter – UKB), developed a scheme to seize the funds of the Ivano-Frankivsk Regional State Administration. According to it, UKB concluded a contract with a controlled company for the construction of a school for a total amount of UAH 45.6 million.

In September 2022, in connection with the termination of the UKB, the construction object was transferred to the Ivano-Frankivsk City Council and adjustments were made to the design and estimate documentation. As it turned out, the UKB managed to transfer UAH 33.6 million to the company for the work, the performance of which was recorded by the parties with relevant acts and certificates. However, the works were only partially completed, and the rest, in the amount of over UAH 14.8 million, remained on paper. The participants of the scheme took possession of these funds and transferred them to cash through controlled organizations.

On September 27, 2023, NABU and SAP, under the operational support of the Department of Strategic Investigations in the Ivano-Frankivsk Region, the SSR of the National Police, reported the suspicion to the former director of the Capital Construction Department of the Ivano-Frankivsk Region (Part 5 of Article 191 of the Criminal Code of Ukraine, Part 1 of Article 366 of the Criminal Code of Ukraine). and the director of the construction company (Part 5 of Article 191 of the Criminal Code of Ukraine, Part 1 of Article 366 of the Criminal Code of Ukraine).

On March 7, 2024, the organizer of the scheme was informed of the suspicion (Part 3 of Article 27, Part 5 of Article 191 of the Criminal Code of Ukraine).

At the end of March 2024, the case materials were opened to the defense for perusal.
