National Police investigates possible overpricing of medicines in the pharmaceutical sector

National Police of Ukraine is investigating probable violations of legislation related to non-transparent payment mechanisms in the field of supply of medicinal products.

According to preliminary information, we are talking about inflated prices for medical drugs and opaque cost formation, which may indicate a violation of Government Resolution No. 168. On May 19, 2025, information about possible offenses was entered into the Unified Register of Pretrial Investigations on the grounds of misappropriation or embezzlement of property through abuse of official position, as well as money laundering.

The investigation is ongoing. In accordance with the norms of criminal procedural legislation, its results will be made public after the completion of the pre-trial stage. The Ministry of Internal Affairs notes that it is currently unable to provide additional information due to confidentiality requirements. Disclosure of pre-trial investigation information entails criminal liability.

Previously, information was received that so-called “gray” marketing contracts continue to be concluded in the pharmaceutical sector. The relevant information has already been set out in the certificate prepared by the special services for Volodymyr Zelenskyi, which states that marketing services are paid “in cash”. Deputy Prime Minister Iryna Vereshchuk also raised this issue during meetings with representatives of pharmaceutical manufacturers and pharmacy chains.
