Law enforcement agencies nominated suspicion of several officials of district administrations of the Lviv City Council in the case of embezzlement of budget funds and abuse of official position during emergency recovery works.
Among those involved are the former acting head of the Frankiv district administration, the current head of the Galicia district administration and the director of one of the utility companies.
According to operatives of the National Police Strategic Investigations Department in Lviv region, in 2023 the Frankiv and Halytsk administrations signed a number of contracts with a utility company for the repair of war-damaged residential buildings on Stryyska Street. The total value of the transactions exceeded 36.6 million hryvnias.
During the inspection, it was found that the cost of some construction materials, in particular wooden windows, was significantly overestimated in the approved design and estimate documentation. Officials approved the documents without proper economic justification, which led to the groundless payment of over 1.7 million hryvnias to the utility company’s account.
Police investigators in the Lviv region reported the suspicion to the former acting the head of the Frankiv district administration under Article 364, part 2 of the Criminal Code (abuse of official position), the head of the Galician district administration – under part 1 of the same article, as well as the director of the utility company – under article 191, part 4 (waste of property in particularly large amounts).
Currently, the issue of preventive measures is being resolved. Operational actions were carried out in cooperation with the SBU department in Lviv region, and the pre-trial investigation continues under the procedural guidance of the regional prosecutor’s office.
