Restoring Ukraine’s Energy System: U.S. Launches Modular Reactor Projects

In Baku, during the COP 29 UN climate change conference, a large-scale partnership in the field of “clean” energy for Ukraine was announced. US Deputy Secretary of State for Arms Control and International Security Bonnie Jenkins and Minister of Energy of Ukraine Herman Galushchenko presented three new projects within the framework of the Foundational Infrastructure for the Responsible Use of Small Modular Reactor Technology (FIRST) program. The initiatives are aimed at strengthening Ukraine’s leadership positions in the field of safe nuclear energy and decarbonization of the industrial sector.

As Bonnie Jenkins noted, these projects will help Ukraine use small modular reactors (SMRs) to achieve energy security and climate goals while maintaining high standards of nuclear safety, security and non-proliferation.

Among the key directions is the construction of a pilot plant for the production of pure hydrogen and ammonia on the basis of SMR, which will contribute to the technological modernization of the Ukrainian energy industry and the development of agriculture. In addition, within the framework of the program, it is planned to develop solutions for the transition of coal-fired power plants to SMR nuclear technologies and to create a road map for the decarbonization of the steel industry.

The Minister of Energy of Ukraine emphasized that cooperation will provide an opportunity not only to implement modern technologies, but also to make a significant contribution to global climate goals and the restoration of the country’s industrial sector.
