Revenues of the state budget of Ukraine in August exceeded UAH 387 billion: expenses reached UAH 285 billion

Revenues to the general fund of the state budget of Ukraine in August increased sharply to UAH 387.4 billion thanks to the receipt of grants from the USA and the EU. reported Ministry of Finance.

It is noted that in July this figure was UAH 118.2 billion, and in June – UAH 138.0 billion.

Cash expenditures also increased, although not so significantly — to UAH 285.2 billion in August from UAH 264.3 billion in July and UAH 286.7 billion in June. For comparison, in August 2023, expenditures of the general fund of the budget amounted to UAH 248.2 billion, and revenues to UAH 124.7 billion.

According to the Ministry of Finance, VAT on goods produced in Ukraine brought in UAH 21.7 billion in August, which is slightly more than July’s UAH 21.3 billion. At the same time, the amount of VAT reimbursement decreased to UAH 12.2 billion from UAH 13.5 billion in July. Revenues from import VAT amounted to UAH 42.2 billion (in July — UAH 38.4 billion).

Income tax in August rose sharply to UAH 42.2 billion from UAH 5.5 billion in July. Personal income tax and military levy decreased to UAH 17.5 billion compared to July’s UAH 19.9 billion, rent for subsoil use remained stable at UAH 4.6 billion. Excise tax brought UAH 20.0 billion (in July — UAH 18.6 billion), and import and export duty — UAH 4.0 billion (UAH 3.7 billion in July).

The State Tax Service exceeded the revenue plan by 5.2%, while the State Customs Service lagged behind by 7.8%.

The Ministry of Finance also reported that the receipts of the EUS to the Pension Fund and social insurance funds decreased to UAH 44.7 billion in August from UAH 45.5 billion in July and UAH 48.0 billion in June.

State budget expenditures, including the special fund, amounted to UAH 363.4 billion in August, which is more than in July (UAH 314.2 billion), but less than in June (UAH 388.9 billion). Incomes, taking into account the special fund, reached UAH 449.5 billion, which is significantly more compared to July’s UAH 170.2 billion and June’s UAH 240.7 billion.

In total, for eight months of 2024, state budget revenues amounted to UAH 1 trillion 935.2 billion, of which UAH 1 trillion 419.0 billion went to the general fund. At the same time, cash expenditures reached 2 trillion 611.0 billion UAH, of which 2 trillion 93.2 billion UAH are expenditures of the general fund. During this period, expenditures increased by 9.8%, or UAH 234.0 billion, while revenues increased by 16.9%, or UAH 279.7 billion. General fund revenues increased by 25.5%, while expenditures increased by 10.9%.

Last year, during the same period, the general fund received UAH 317.2 billion in international grant aid, while this year — only UAH 268.4 billion.

As you know, the Verkhovna Rada approved the state budget for 2024 with a deficit of UAH 1.57 trillion, which is 20.6% of the projected GDP. Budget revenues are planned at the level of UAH 1.77 trillion, excluding possible grant receipts, while expenditures will reach UAH 3.36 trillion.
