Revolut wants to obtain a banking license in Ukraine

Fintech company Revolut is negotiating with the National Bank of Ukraine to obtain a banking license for full-time work on the Ukrainian market. About this reported Deputy Chairman of the NBU Dmytro Oliynyk.

The NBU is interested in the exit of such players as Revolut and Wise, but this process must take place within the limits of current legislation and regulatory norms. Further development of such services in Ukraine must meet legal requirements. Revolut has already officially announced its intention to obtain a banking license in Ukraine.

“We are also communicating with European regulators regarding the need for their licensing to provide services to Ukrainian residents,” – said Oliynyk.

According to the NBU, Ukrainians have opened up to 100,000 accounts in the Revolut system. The company was founded in the UK in 2015 and is headquartered in London.

We would like to remind you that Revolut temporarily stopped the registration of new users from Ukraine, but continues to service existing accounts without changes. The company started its official presence on the Ukrainian market on February 11, 2025 based on a license issued by the European Central Bank to Revolut Bank UAB (Lithuania).

Despite this, the National Bank insists on the need to obtain a Ukrainian banking license. Dmytro Strelchuk, head of the company’s new markets launch, previously confirmed Revolut’s plans to acquire it. With such a license, the fintech service will be able to expand the range of services, including the provision of loans, acquiring business and other banking tools.
