SBU exposes Defense Ministry official who embezzled funds for armored personnel carrier repairs

The Security Service of Ukraine together with the National Police exposed an official of the Ministry of Defense who appropriated budget funds during the repair of armored vehicles for the Armed Forces. He faces 5 to 8 years in prison for negligent military service under martial law.

The violator turned out to be a 54-year-old resident of Ivano-Frankivsk — the head of the quality control group of one of the military representative offices of the Ministry of Defense in the western region. His actions are being investigated by the police investigators of the Lviv region and the SBU with the support of the Minister of Defense.

In 2023, the Ministry of Defense signed a contract with a Lviv company to repair armored personnel carriers that were used in hostilities. After the work was completed, the official had to check the condition of the equipment. Despite the fact that the repair was carried out partially (in the amount of more than UAH 5.4 million), he signed acts on the full completion of the work. This allowed the company to receive full payment. Forensic engineering and technical expertise testified that the armored vehicles remained defective.

An official of the Ministry of Defense is currently suspected of committing an offense provided for in part. 4 Art. 425 of the Criminal Code of Ukraine — negligent attitude to military service under martial law.

At the same time, the question of providing his actions with additional qualifications under Art. 191 of the Criminal Code of Ukraine, which concerns the appropriation, embezzlement or acquisition of property by abuse of official position. It is also planned to prosecute all persons involved in this scheme. If found guilty, those involved in the case face up to 8 years in prison.
