Tariffs for passport and migration services and car registration have changed

In connection with economic changes in Ukraine and the need to revise costs for administrative services, on October 7, 2024, new tariffs for passport and migration services and car registration services provided at the branches of the state enterprise “Dokument” entered into force in Ukraine. These changes apply to both Ukrainian and foreign citizens.

The latest innovations are associated with the increase in the cost of producing documents, as well as with increased costs for the administration of the processes of issuing passports, driver’s licenses and other documents. The Ministry of Internal Affairs and its subordinate State Enterprise “Dokument” explain that the revision of tariffs is necessary to ensure the proper quality of services, their timely provision, as well as the modernization of the infrastructure of services to citizens.

Updated tariffs for passport and migration services and car registration

As of October 7, 2024, the new tariffs for services provided in the branches of the Dokument SE are as follows:

  1. Issuance of passports for citizens of Ukraine — 650 hryvnias. This tariff includes both the issuance of an internal passport of a citizen of Ukraine (ID card) and an international passport. Both documents are important for identification in Ukraine and abroad. Processing of documents follows the usual procedure, but the new tariff takes into account the current economic realities that have affected the cost of materials and services.
  2. Registration of migration documents for foreign citizens and stateless persons — 1,250 hryvnias. This tariff covers the processing of documents that confirm the legal stay of foreigners on the territory of Ukraine, such as a temporary or permanent residence permit. Residence permits are an important document for foreign citizens who plan to work, study or permanently live in Ukraine. The updated tariffs take into account the increase in the cost of materials for the production of these documents and the administrative costs associated with their processing.
  3. Exchange of driver’s license — 950 hryvnias. This service provides for the replacement of a driver’s license in the event of a change in personal data, expiration or loss of the document. A driver’s license is a key document for driving vehicles, and its renewal requires additional production and administration costs. The new tariff allows for fast and high-quality service for drivers.
  4. Exchange of vehicle registration certificate — 950 hryvnias. In the case of a change of vehicle owner, registration of a new car or changes in information about the owner, a new registration certificate must be issued. Registration of vehicles is an important element of ensuring the legality of their use, and the tariff increase is justified by the increase in costs for processing and issuing new documents.
  5. Affixing an apostille — 650 hryvnias. Apostille is important for confirming the authenticity of documents outside of Ukraine. It is used to legalize various types of documents, such as diplomas, birth or marriage certificates, powers of attorney, etc. The set tariff reflects the costs of checking and confirming documents by the relevant authorities.

Reasons for tariff increase

The change in tariffs for passport and migration services is associated with several important economic factors:

  1. Increasing costs for materials. The production of passports, residence permits and other official documents requires the use of special materials that have a high level of protection and meet international safety standards. Given the inflationary processes and the rise in prices for these materials, the state is forced to review the cost of its services.
  2. Increase in administrative costs. The process of processing and producing documents requires significant costs for administration, in particular for employee wages, modernization of the technical base, application processing and other operational processes. The increase in tariffs will ensure the stable operation of the services involved in the production and issuance of documents.
  3. Improving the quality of services. One of the main tasks of raising tariffs is to ensure the proper quality of services provided to citizens. Higher tariffs will allow investment in modernization of equipment, automation of processes, which, in turn, will contribute to faster and more efficient service to citizens.
  4. Modernization of the service system. The demands for speed and efficiency of citizen service are increasing every year. Updating tariffs will allow the introduction of modern technologies in the processing of documents, which will improve citizens’ access to services. This will also contribute to reducing the time required for processing documents and increasing convenience for users.

How is the process of filing documents

The preparation of documents at SE “Dokument” involves several stages. First of all, citizens or foreign nationals submit the necessary documents for verification and fill out the relevant applications. After that, their data is processed, and documents are prepared based on the received information. The new tariffs take into account each of these stages, which includes the costs of verification, processing and production of documents.

Due to increased security requirements, all documents have a high level of protection, including biometric data and special anti-forgery elements. Such technologies are an integral part of the modern passport system, and their implementation also contributes to the increase in the cost of services.

The increase in tariffs for passport and migration services in Ukraine is an inevitable step in response to economic changes and rising costs for the administration of processes. Updated prices allow the state to maintain a high level of service quality, ensure timely production of documents and modernize the service infrastructure.
