The Cabinet of Ministers allowed critical utility infrastructure enterprises to reserve up to 75% of employees

The Cabinet of Ministers of Ukraine adopted a resolution that allows companies serving critical infrastructure in the field of life support to book up to 75% of their employees. About this informs press service of the Ministry of Community and Territorial Development.
The increase in the percentage of reservations from 50% to 75% is aimed at reducing the personnel deficit in the field of public services. The initiative, proposed by the Ministry of Development of Communities and Territories, is designed to ensure the smooth operation of the relevant enterprises in the conditions of martial law.
We are talking about employees who are responsible for heat supply, water supply, drainage and removal of solid household waste. This decision will allow utility companies to function more stably and respond faster to emergency situations. In addition, the salary requirements of employees subject to reservation have been relaxed.
“A balance has been struck between the need to cover utility infrastructure needs and maintaining mobilization capacity in the face of full-scale war. By increasing the reservation level to 75%, key workers will be able to remain in their positions, which is critical for the safety and stability of communities.
On the ground, enterprises often work at the limit of their capabilities due to a shortage of personnel. Without experienced specialists, locksmiths, operators and a sufficient number of repair crews, it becomes extremely difficult to maintain networks in proper condition.”, – noted the Deputy Minister of Community and Territorial Development Kostyantyn Kovalchuk.
Stable functioning of communal infrastructure is considered as a strategic task. In the conditions of war, it is critically important to ensure uninterrupted operation of life support systems. Thanks to this decision, communities will be able to organize their work more efficiently and avoid disruptions in the provision of basic services, including water and heat.
The adopted decision was a response to numerous requests from local communities and utility companies and is a step towards the long-term stability of the housing and utility sector. The ability to book a larger number of employees will allow the services to perform their functions efficiently and maintain the comfort and safety of citizens even in the difficult conditions of war.
