The government approved new grant amounts and additional regional coefficients for entrants in 2025

Cabinet confirmed changes to the rules for granting state grants within the framework of the 2025 admissions campaign. The amounts of educational grants were updated and an additional regional coefficient was introduced for certain categories of entrants.

“Grants are a tool to support those entrants who have high NMT results, but did not get a budget place in their dream university. We want every talented student to have the chance to study where he wants and according to the program he chooses.” – noted Deputy Minister of Education and Science of Ukraine Mykhailo Vynnytskyi.

Starting from 2025, the following grant levels are provided:

  • 17,000 hryvnias — a 1st-level grant for applicants who scored 150+ points in two NMT subjects (or 140+ points for specialties with special support, specified in Appendix 6 of the Admission Procedure for higher education in 2025);
  • UAH 25,000 is a 2nd-level grant for applicants with 170+ points in two NMT subjects.

These funds are intended for partial payment of contract training. Grants are provided only to those entrants who did not receive a budget place based on the selection results. In addition to the basic amounts, a regional coefficient of 1.5 is being introduced, which will be effective from 2025. It is applied to entrants who have completed general secondary education in Zaporizhzhia, Sumy, Kharkiv or Mykolaiv regions and enter universities located in these same regions.

This coefficient is aimed at supporting regions that are under constant threat of shelling and have a difficult security situation. It does not apply to entrants from these regions who have chosen educational institutions in other regions, as well as to entrants from other regions who enter higher education institutions in the frontline regions. All regional coefficients are calculated taking into account the actual location of the higher education institution to which the application is submitted.

Industry coefficients for specialties with special support also remain valid. They are applied to applications with the first and second priority, which allows to increase the applicant’s competitive score and contribute to the attraction of applicants to strategically important areas of study. At the same time, only second-level grants are available for certain specialties. Below are lists of specialties to which the relevant coefficients and conditions apply.
