The head of the Kharkiv OVA spoke in favor of conducting an independent examination of fortifications in the region
The experts are expected to check the quality of the works, their total scope and the cost of the materials to find out whether the prices were marketable.

The head of the Kharkiv Regional Military Administration, Oleg Synegubov, suggested conducting an additional inspection of defense structures in the region. That’s what he’s about reported in your Telegram.
According to the official, the inspection will be conducted by the National Scientific Center “Bokarius Institute of Forensic Examinations”. Experts will check the quality of works, their volume and cost of materials, including whether the prices were marketable. This independent examination will cover all 200 fortifications on the third line of defense, the construction of which is OVA itself.
“At the moment we are building a very large number of fortifications. These works are carried out by a significant number of companies. That is why we need to introduce additional mechanisms of control and supervision to be sure that the contractors have completed the work in full, at a cost that corresponds to the market and with quality, which must comply with all regulations. For this purpose, we have signed a memorandum with the “Institute of Forensic Examinations”, which will check each object“, Sinegubov emphasized.
He also noted that the agreement on the text of the memorandum took place within the framework of the working group “Transparency and Accountability”, which includes all representatives of law enforcement agencies and the law enforcement bloc.
At the same time, the head of the Institute, Serhii Tyuleniev, called the signing of this memorandum the first such cooperation experience in Ukraine. According to him, before closing the acts and signing them, the Kharkiv Regional Military Administration will contact this institution to conduct comprehensive examinations. The results of the expert study will be provided after its completion. Tyuleniev expressed his conviction that such a decision will contribute to a significant increase in the efficiency of work performance and will ensure the rational use of budget funds.
